What this checks. The portable chain — a linked SHA-256 over each record’s canonical JSON — is recomputed here from the file alone and compared to the values inside it. Any change to a record breaks its hash and every later one. The file also carries an LCS attestation (an HMAC) that proves it came from Lane Compliance Systems unaltered; verifying that signature requires LCS’s key and is not performed here.
